Question : What phase of sanctification is referred to in Acts ;2O. 32, and in Acts 26.18?

Answer: Both scriptures above refer to the same sanctification. The inheritance is among them that are sanctified. The inheritance is not that which is future, " of the saints in light " (Colossians 1.12), which is "reserved in heaven " (1 Peter 1.4), and of which the Holy Spirit is an earnest (Ephesians 1.14). It is a present inheritance among saints which are separated believers who are sanctified in the truth (John 17.17). Note that the inheritance is among (En, la collectively, therefore among) the sanctified ones. The kingdom of God is part of that spiritual inheritance. See 1 Corinthians 6.9; Ephesians 5. 5.
